Possibly. Obviously, having exceptional power among Admirals plays a big factor during the time of promotion. Having the title Fleet Admiral does not necessarily tell us that they are stronger than the strongest admirals, (maybe a FA could be stronger during promotion but not necessarily the stronger one during or after a long tenure).
I think fighting strength between a Admiral and Fleet Admiral depends on WHO is holding position.
